One of the dominant purposes of PVOS is to contribute to National Reserve Program. PVOS’s U/G caverns with the largest capacity allow storage for ensuring energy security , minimization of harmful effects to the economy in case of crude oil supply in the world market having suddenly dropped down. Besides, they contribute to economic effects in case of the rapidly increasing price.

On the other hand, that Government continues to place increasing pressure on Strategic Petroleum Reserve by a new decision has pushed storage demand up. Apart from this Decision no. 1139 dated 31 July, 2009 on Approval of Vietnam crude oil and product oil storage development master plan up to 2015, with the 2025 vision, Vietnam government may pursue a target of 90 days of stockpiling for the time being (as IEA report). Therefore, PVOS’s U/G caverns are an important key to this deal.
